  • Preeya Noronha Pinto is a partner in the FDA & Life Sciences Practice in King & Spalding’s Washington, D.C. office. Ms. Pinto assists life sciences manufacturers with strategic reimbursement planning during all stages of the product life cycle. She also engages in healthcare regulatory and policy advocacy before government agencies and the U.S. Congress, and represents healthcare clients in judicial and administrative disputes and enforcement matters.

    Previously, Ms. Pinto was the Deputy General Counsel, Principal Deputy General Counsel and Acting General Counsel of the U.S. Department of Health and Human Services (HHS), where she was the legal advisor to the Secretary of Health and Human Services and supervised an office of more than 500 attorneys responsible for providing legal advice to the entire Department, including the Centers for Medicare & Medicaid Services, the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health and other HHS agencies.

    Prior to her service at HHS, Ms. Pinto litigated constitutional and administrative law cases as a Trial Attorney in the Federal Programs Branch of the Civil Division at the U.S. Department of Justice, where she was twice awarded the Attorney General’s Award for Distinguished Service.

    Ms. Pinto graduated with honors from the Georgetown University School of Foreign Service and received a Juris Doctor from Columbia Law School, where she was a Harlan Fiske Stone Scholar. Following law school, Ms. Pinto served as law clerk to the Honorable Sue L. Robinson, United States District Judge for the District of Delaware.
