“For that reason, the assertion in the letter of IRS bad behavior on the reporting and auditing of partnership minimum gain should be investigated by the appropriate persons and agencies, and, if warranted, action should be taken to correct any deficiencies in the application and enforcement of the tax law in this case. Otherwise, voluntary compliance with the tax law will become a thing of the past.”
