Catholic Law's Professor Mary Graw Leary, an expert on the study of the exploitation of the vulnerable and the rights of victims, testified to the United States Sentencing Commission (USSC) during its public hearing on retroactivity the morning of Monday, July 15. As chair of the Victims Advisory Group (VAG), a standing advisory group of the USSC, Graw Leary explained the VAG’s opposition to the retroactive application of amendments to sentencing guidelines in her testimony.
