  • Mr. Hodgkinson is responsible for leading ODNI and supporting IC efforts for partnering with the Private Sector. Before assuming his current position, Mr. Hodgkinson served as the General Counsel to the President’s Intelligence Advisory Board and to the Intelligence Oversight Board.

    His prior ODNI assignments include: Director of Policy for the Intelligence Community, Legal Advisor to the National Counterterrorism Center (NCTC), and as a Chief in various Branches within NCTC’s Directorate of Strategic Operational Planning.

    Previous to his work at ODNI, Mr. Hodgkinson led multiple offices within the Department of State, including: Director of Security and Law Enforcement Programs in the Bureau of European and Eurasian Affairs; Acting Director, War Crimes Issues; and, Director of the Governance/Transitional Justice Office in Baghdad, Iraq.

    Mr. Hodgkinson also served as a Trial Attorney in the Department of Justice Criminal Division and as Program Director for Rule of Law Development in Eastern and Southeastern Europe.

    He is a retired Colonel in the U.S. Army, Judge Advocate General’s Corps, having served in both active and reserve components. His assignments included Fort Clayton, Panama; JTF-Bravo, Honduras; Naval Base, Newport, RI; U.S. Special Operations Command, MacDill, AFB, FL; the Military Intelligence Readiness Command, Fort Belvoir, VA; Fort Harrison, MT, and Commander, 12 th Legal Operations Detachment, Fort Jackson, SC. He deployed or travelled to more than 25 countries during his 27 year career.

    Mr. Hodgkinson received his Juris Doctorate from Gonzaga University School of Law, a Master of Science in National Security Studies from the National War College (Distinguished Graduate), and a Bachelor of Arts from Dickinson College (Nisbet Scholar). Currently, he serves as an adjunct professor, teaching National Security Law and Policy at the Catholic University School.

    He is married and has 5 children.
