Professor Noone was born in Los Angeles, California, on January 8, 1934. He received three degrees from Georgetown University: a B.S. from the Edmund A. Walsh School of Foreign Service in 1955, and, from the Law Center, an LL.B. in 1957 and LL.M. in 1962. His S.J.D. from George Washington University was awarded in 1966.
He was a judge advocate in the U.S. Air Force from 1957 until 1978, serving overseas in Morocco and the United Kingdom. A Distinguished Graduate of the Air Force Command and Staff College, he retired as a colonel, having served as Chief of Congressional Legislation in the Secretary of the Air Force’s Office of Legislative Liaison.
Professor Noone joined the Catholic Law faculty at the rank of Associate Professor in 1978, in 1979 he accepted the position of Associate Dean and served in that position until 1986. In 1991, he served as Distinguished Visiting Professor at the U.S. Military Academy (West Point), where he co-authored the textbook used for several years by the Law Department. He was promoted to Ordinary Professor and awarded continuous tenure in 1992. In 2005, he was appointed Ordinary Research Professor.
Professor Noone specialized in interdisciplinary topics relating to law and international security. He taught courses in that field, as well as Torts, Remedies, and Government Litigation. For several years, he taught an additional course, Law and Legal Reasoning, in the University Honors Program.
He was the author of numerous journal articles, books, reviews, and Op-Ed pieces, and was often interviewed by national and international media. He was a Knight Commander of the Holy Sepulchre, a fellow of the Inter-University Seminar on Armed Forces and Society, a Director of the International Society for Military Law and the Law of War, an Advisor to the Geneva Center for the Democratic Control of Armed Forces, and a former Director of the National Institute of Military Justice.
He is survived by his wife, Ann, three children, and eight grandchildren.
Interment at Arlington National Cemetery will take place at a later date.
